Supervisory Aviation Safety Inspector (Supervisory Principal Air Carrier Operations Inspector)
1. Directs and manages the work of Aircrew Program Managers and Assistant Aircrew Program Managers, who in turn, supervise the certification work activities of designated inspectors at our assigned air carrier. Each program manager performs routine certification work functions, as well as administrative oversight of their own complex Advance Qualification Program (AQP).2. Manages all operational programs that are approved and/or surveilled by the FAA. Although not all-inclusive, some of these critical air carrier-related programs are Safety Assurance System (SAS), Flight Operations Quality Assurance (FOQA), AQP, Voluntary Self-Disclosures (VSD) and Aviation Safety Action Program (ASAP).3. Plans, prioritizes and assigns all work activities for and evaluates the performance of aircrew program manager, Cabin Safety and Dispatch Inspectors, Front Line Managers and administrative employees in the accomplishment of the office, division and FAA objectives.4. Defines and orchestrates use of all resources and budgeted items so as to accomplish the objectives of all FAA safety programs. Performs all aspects of budgetary and staffing planning process for current, as well as future budget years. This includes continual reviews and re-targeting of funding and resources as needed, based on his/her analysis of multiple program results.5. Possesses an expanded knowledge of all technical operations programs to include training and operational administrative programs.6. Utilizes discretion within established guidelines to foster and overtly effect FAA's position and requirements.7. Draws and relies upon experience to resolve most issues without interruption or higher direction.8. Serves as the CMO focal point for all operations.9. Manages the expanding complexity for the operations portion the CMO, with the addition of multiple new fleet types and a large continuing turnover of operations personnel.10. Provides leadership, planning, prioritizing, direction, communication, tasking, training, scheduling, time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of section goals and objectives for all personnel of the operations section. Applies human relations skills and affirmative action principles within the CMO environment, to ensure positive organizational health within the operations unit. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;Valid State driver's license;Fluency in the English language;No chemical dependencies or drug abuse that could interfere with job performance; andHigh school diploma or equivalent.Medical Requirements for All Positions:
Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:
Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;Have the ability to hear the conversational voice (hearing aid permitted);Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.In addition, applicants for positions that require participation in the operation of aircraft must:
Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; andPass recurrent medical examinations as prescribed by the FAA.When the predominant work involves air carrier operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements.At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight;Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved;Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard.Minimum 100 flight hours during the last 3 years;Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating (Department of Navy positions require pilot experience as demonstrated by previous ATP level performance in large multi-engine airplanes and helicopters);Possession of a valid second-class FAA medical certificate (For positions within the Department of Navy, applicants must also be physically qualified to ride as an observer aboard squadron aircraft. In addition, must also meet physical requirements to travel and lift heavy objects while performing mishap investigations); andMinimum 1,500 total flight hours.Note - Recency of specialized experience and the need for a valid second-class FAA medical certificate is waived for employees currently in the 1825 series.To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience at the FV-J, FG/GS-14 in the Federal Service as an Aviation Safety Inspector (Air Carrier Operations). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to conducting an adequate training program, including an acceptable record keeping system; and have facilities and procedures that meet all regulatory requirements. Conducting of enforcement investigations and preparation of final reports and recommendations on disposition. Conducting investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Evaluating operations and facilities by on-site inspections and review of reports by geographic inspectors or others.
Estimated Salary: $20 to $28 per hour based on qualifications.
